That means I won't even use it at all if it attracts down vote in anyway. I thought that tag can be used for any post as long as it's a contest post but I guess not.

Yes, you can use it for any post as long as it's a contest provided you provide a clickable link to the contest itself by way of promotion. That is what the majority of contest participants are doing.
