I see in this photo some cycle from them two cycle are park separate, I think they are electric cycle, they are all park under building, and this building is Media Markt because it's write on poster which pasted on wall of this building.

I feel they are cycles mostly used in this city because in this image don't show any bike or car their user heath well and fit.

Story
The citizen to like ride cycles in this city and I feel that riders of cycles worried about their health so they use cycles for better health because cycles rider also fit in body and maintain their health. They also worried about their city to keep safe from pollution and also this activity save pocket money.

There are cities in Europe where it is compulsory to use these blood-powered means of transport, but not everyone uses electric vehicles because taxes are paid for them.

I hope you are right and the citizen does care about their health and most important like to ride their bikes.
For sure they arrive faster at their destination while bicycling than by using a car, not to mention the high prices for parking if they find a parking lot at all.

Yes, @khan.bhai009, there are numerous health benefits to bike riding as well as alleviating environmental concerns about fossil fuels. For older citizens, keeping active is part of being fit and the key to possibly a longer life span.
